My Lord,
I have the honour to forward for
Your Lordship's consideration the enclosed copy of a
Petition from certain Indian Guards, Warders and Assistant
Warders of Victoria Gaol. As a matter of fact the Guards
have not signed the petition, for nearly all of them have
given 3 months' notice and they may perhaps intend to leave
the Government Service whether the petition is granted or
not.
2.
I cannot recommend either that the
petitioners' term of service should be shortened or that
they should be granted exchange compensation: but I am
nevertheless of opinion that the time has come when some
improvement in their pay is necessary. The guards (as I
have said) have nearly all given notice and no candidates
are forthcoming to fill the prospective vacancies, while
the emigration of Indians to America has for the time
